The photos below, taken at a Florida home, show the trouble a homeowner went through in order to accommodate a water heater tank that was too big for his attic. As you can see the owner actually cut an opening through the roof and built a metal enclosure for the tank. The small cut out in the enclosure is for the temperature / pressure relief valve (TP valve) discharge pipe.
